Frances Bay is a Canadian-American character actress who appeared in Foul Play (1978). Her career spanned over 35 years, during which she portrayed a range of quirky elderly women in both film and television. Bay gained prominence with roles in notable productions such as Twin Peaks (1990), Blue Velvet (1986), and The Wedding Planner (2001). She also featured in the films Happy Gilmore (1996) and The Karate Kid Part III (1989). In addition to her film work, she made memorable appearances in the final episodes of popular sitcoms including Seinfeld and Happy Days. Bay was inducted into Canada's Walk of Fame in 2008.
